In scooters, the engagement of the drive is achieved by contact between the centrifugal clutch linings and the clutch bell. If you put on harder springs, the engine will have to reach a higher RPM to start (the scooter will start from a higher RPM), and vice versa if you use softer springs.
The best adjusted clutch is when the scooter starts from about the rpm where the engine reaches its highest torque and power.
Springs that are too soft will cause a "mule" at the start, and springs that are too hard will not allow you to use the full power and torque while riding.
